§ 15-25. Duties of board.

  • (a)

    The board shall make such rules and regulations for the proper conduct of its duties as it shall find necessary and expedient, and shall possess full supervisory powers over the public health of the county and over the functioning and personnel of the city-county health unit, and shall be authorized to make any and all such rules and regulations not in conflict with the ordinances of the city and laws of the state, as they may deem best to promote and preserve the health of the county.

    (b)

    The board shall make written recommendations to the city commission of the City of Marshall and to the commissioners court of Harrison County, concerning the status of all public health matters in the City of Marshall and in Harrison County. It shall institute the study of any condition which may affect the life, health or the preservation and improvement of health in the City of Marshall and in Harrison County. It shall concern itself with the elimination of causes of disease. It shall engage in an active program of health education. It shall act as a coordinating agency in providing adequate medical, dental, and mental health care and shall maintain a close working relation with the medical and associated professions, nonofficial health agencies, lay organizations and individuals concerned with the promotion of public health. It shall make written recommendations to the city commission and commissioners court concerning the needs and budget of such department upon the forms and in the manner prescribed by each governing body.

    (c)

    All matters of public health involving the expenditure of public funds shall be submitted to the board for its study and recommendations before final action is taken thereon by the city commission and commissioners court.
