§ 7-21. Statutory authorization.

The Legislature of the State of Texas has in VTCA Sections 16.311-16.319 delegated the responsibility of local governmental units to adopt regulations designed to minimize flood losses. Therefore, the City Commission of the City of Marshall, Texas, does ordain as follows:
