§ 2B-39. Standards and requirements for personnel, vehicles and equipment.

  • (a)

    All standards and requirements for personnel, vehicles, and equipment required for the transfer service are to be maintained at the City of Marshall EMS office and the office of the secretary.

    (b)

    The standards and requirements for the transfer service franchise shall be reviewed and updated every two (2) years by a team composed of staff members designated by the city manager. Their recommendation shall be presented to the city commission of the city for final actions.

    (c)

    Personnel, vehicle and equipment standards are as follows:

    (1)

    Personnel. Each vehicle shall be manned by two (2) attendants. Both shall hold a current TDH Certification as an ECA or higher and both shall have valid license. (See Sec. 2B-36-5)

    (2)

    Equipment. The transfer service franchise holder shall furnish at his own expense all vehicles and necessary equipment which meet the minimum standards of the EMS in addition to those standards set by all city, county and state regulations covering automotive equipment and transfer vehicle equipment.

    (3)

    Vehicles :

    a.

    Transfer vehicles shall be of D.O.T., KKA-A-1822, Type I, II, or III design suitable for safely transporting individuals under other than emergency conditions. Applicable vehicle types shall include van, and single interior truck-type ambulances.

    b.

    Transfer vehicles shall be utilized no more than five (5) years from year of manufacture for transfer service purposes unless such approval is obtained from the fire chief.

    c.

    Transfer vehicles shall be equipped with four (4) tires which are all in sound condition and which have been specially designed for heavy-duty transfer service with at least thirty (30) per cent of the original tread remaining.

    d.

    Brakes of transfer vehicles shall have power assistance and shall be adequate in design, construction, size, and type of material. The brake shoes shall have a minimum of twenty-five (25) per cent of their original thickness remaining. Brake drums shall be turned at regular intervals to remove grooves caused by previous wear so that as far as possible corresponding wear on the drums shall be equal to that of the brake shoes currently in use.

    e.

    Windshield wipers shall be driven electrically by one (1) or more motors and shall have two (2) or more speeds.

    f.

    Windshield washers of the type regularly furnished by the manufacturer shall be furnished.

    g.

    Self-canceling directional lights as regularly furnished by the manufacturer are required.

    h.

    An emergency flasher controlled with a switch which will cause all four (4) turn indicator lights to flash on and off at the same time, regardless of ignition switch position, shall be on all vehicles.

    i.

    A first quality heater and air conditioner shall be furnishes on the transfer vehicle to maintain comfortable temperature levels. Heaters shall be complete with defrosters.

    j.

    Standard safety belts of the type regularly furnished by the manufacturer shall be in the front seat for the driver and one (1) passenger.

    k.

    Windows and windshields shall be of safety glass.

    l.

    Each transfer vehicle shall be marked distinctly with the name of the company providing transfer service. The word "ambulance," Emergency Medical Service," "EMS," or the EMS Star of Life logo shall not be displayed on the transfer vehicle.

    (4)

    Accessory equipment. Each vehicle to be used as a transfer vehicle shall:

    a.

    Be licensed as a transfer vehicle under the rules of the state department of health resources and carry all items to meet inspection for certification. Recommended equipment and supplies for transfer vehicles shall be:

    1.

    Portable suction apparatus with wide-bore tubing and rigid pharyngeal suction tip.

    2.

    Hand-operated bag-mask ventilation unit with adult, child and infant-size masks. Clear masks are preferable. Valves must operate in cold weather, and the unit must be capable of use with oxygen supply.

    3.

    Oropharyngeal airways in adult, child and infant sizes.

    4.

    Mouth-to-mouth artificial ventilation airways for adults and children.

    5.

    Portable oxygen equipment with adequate tubing and semiopen, valveless, transparent masks in adult, child and infant sizes.

    6.

    Bite sticks—Commercial only.

    7.

    Universal dressings, approximately ten (10) inches by thirty-six (36) inches, compactly folded and packaged in convenient size.

    8.

    Sterile gauze pads, four (4) inches by four (4) inches.

    9.

    Softroller self-adhering-type bandages, six (6) inches by five (5) yards.

    10.

    Two (2) sterile burn sheets.

    11.

    Traction splint to meet adult and pediatric size.

    12.

    Suitable splinting devices for splinting arms and legs.

    13.

    Reserved.

    14.

    Backboards.

    15.

    Triangular bandages.

    16.

    Large-size safety pins.

    17.

    Shears for bandages.

    b.

    Be equipped with two-way radio that is capable of receiving and sending information from the transfer service franchise holder.

    c.

    Provide for the usual transport of one (1) patient lying down on a removable cot. Stretcher should have clean linens and one (1) blanket.

    d.

    Have suitable locking devices which will prevent the stretcher from rolling free while vehicle is in motion.

    e.

    Have an inside height (floor to ceiling) of forty (40) inches minimum.

    f.

    Be equipped with a minimum of one (1) two-and-one-half-pound dry chemical extinguisher.

    g.

    Be equipped with one (1) three-cell flashlight equipped with bulbs and batteries or better in good working order.
