§ 47. Promises or threats.

No person in the public service of said city shall discharge or degrade in any manner or in any manner change the official rank or compensation of any other person in said service, or promise or threaten to do so for withholding or neglecting to make any contribution of money or service or any other valuable thing for political purposes.
