§ 9. Construction of charter provisions.

In the construction of any of the provisions of this charter, the intent of the section viewing the entire charter as a whole, together with any particular section, shall be first considered, it being intended to make the three commissioners of the city, under title of the "Commission" the legislative, administrative and executive power of the city, and whenever the word "Council," "Mayor," "Board of Commissioners" or "Board of Aldermen" may occur in any of the ordinances of the city in this charter, the same shall be construed to mean the commission.
